2020年3月18日，市长George V.Harvie要求BC（省政府）应急管理部门允许三角洲市长宣布当地进入紧急状态。这将使市长能够颁布必要的权力，以支持省卫生官员的口头命令，限制公众集会和实践社会距离。
Harvie市长还要求省政府授权地方政府延长收费和征税的支付期限，不对居民和企业进行任何处罚。

On March 18, 2020, Mayor George V. Harvie requested Emergency Management BC (Provincial Government) to allow the Mayor of Delta to declare a Local State of Emergency. This will enable the Mayor to enact powers necessary to support the Provincial Health Officer in her verbal order to limit public gatherings and practice social distancing.
Mayor Harvie also requested that the Provincial Government provide local governments the authority to extend payment deadlines for the collection of fees and taxes without any penalty to residents and businesses. The City of Delta also requested that the Provincial Government adjust requirements to qualify for the Property Tax Deferment Program to allow for broader participation and to consider any other measures that could alleviate the financial burden that many British Columbians are facing during this time period.
“These are challenging times for residents and businesses in our community. By declaring a Local State of Emergency, we will have additional abilities to protect the community. We also recognize the financial hardship being faced by our residents and businesses at this time and are asking our counterparts at the Provincial Government to provide some immediate relief. I continue to work with all of Council and staff to protect this community from the impact of COVID-19 – taking these measures today will help us in our ongoing response to this public health crisis.” - Mayor George V.
